• Global Speed: Wally travels to Mexico to investigate a series of strange atmospheric disturbances. There, he meets the local hero, a young man who has gained speed powers through a combination of ancient heritage and Speed Force proximity.
• The Mentor Role: By the year 2000, Wally West had fully matured as a hero. This issue highlights his growth as he acts as a mentor to the new speedster, teaching him the "science" of the Speed Force.
• Cultural Depth: Unlike some of the campier "international" stories of the past, writer Chuck Dixon treats the Mexican setting and the new character with genuine respect and modern sensibilities.
