Titled "Learning to Fly," this issue is the critical "quiet before the storm." It serves as the final prologue to the massive "Dead Heat" crossover event. While the previous issue dealt with old flames, #107 focuses on Wally West mastering the physics of his new Speed Force abilities—specifically the "Speed Lending" power.

The Plot: "Learning to Fly"

Wally is no longer just running; he is becoming an extension of the Speed Force itself.

• Speed Lending: Wally experiments with his new ability to share his velocity with other people and objects. He successfully "speeds up" a group of construction workers to finish a bridge in record time, but he realizes that "lending" speed is a heavy responsibility that can physically drain those he touches.
• The New Costume: This issue provides more context for Wally’s "Energy Costume." Because he is vibrating at such high frequencies, he can no longer wear standard friction-proof fabric. He must literally manifest his suit out of Speed Force energy, a visual shift that defined the mid-90s era.
• The Ominous Build-up: Throughout the issue, there are subtle hints that something is "wrong" with the Speed Force. Other speedsters, like Max Mercury and Impulse, begin feeling a strange "void," setting the stage for the arrival of Savitar in the next issue.
• The Relationship Anchor: The bond between Wally and Linda Park is highlighted as his "grounding wire." Without her, he fears he would simply drift away into the energy stream.
